Hmm, evens, odds, checkerboard colorings, I don't know.
We could probably try dividing up the space into sets and try to see if any letter gets isolated in that fashion.

'it' might refer to groupings or pairings, some sort of division of the board.

Well, your classic M-94 wheel cypher used a 25 letter alphabet, omitting the letter W, I believe.

Ugh. I hate these kinds of puzzles.
So the key word I'm focusing on is "complete". This has strong meanings in mathmatics/science as "meets all the requirements for"- so something is "Turing complete" if it matches all criteria to qualify for a Turing machine. I'll have to do some more research to figure out what mathmatical/numerical/scientific completeness could be suggested here though.

I....was going to keep going, but Blarney is 100% totally right. Tomorrow when the puzzle comes out, i'm going to have my email pre-populated with "The answer is Q", and then we'll see if I can't take 10 seconds to figure out how that would be before submitting
